I think the fez thing is Doctor Who Confidential's fault; Moffat had a long thing about the fez and how when Beth Willis saw the script she said "Matt will want to wear it all the time now!" and he said "That's why I destroy it eight pages later". So the idea that Matt wanted to keep wearing the fez (and even that's probably exaggerated knowing Moffat) gets transfused into the Doctor wanting to keep wearing a fez. (The fez's cameo in "A Christmas Carol" probably didn't help, not to mention "Death Is The Only Answer".)

But really, it'd be much more canonical for webcartoonists to draw the Doctor in a different absurd hat every time. ("I wear a tricorne now. Tricornes are cool.")
