Eccleston worked with Davies prior to Doctor Who, on The Second Coming, so I'm disinclined to believe it was differences with the producer.

I've seen someone suggest he's referring to the general working culture of the BBC, but what could that mean?

I see reports that there were directors he didn't get on with, but I'm declining to speculate myself in advance of elaboration by Eccleston if any.
