Why is Captain Jack laughing?

(Yes, I know what the Total Perspective Vortex is, and the importance of fairy cake therein. I still don't see why it's so funny to conflate it with the Time Vortex.)

You probably should have put Zaphod in the last cartoon as well.

Except that it's meant to be set during that scene in The Sounds of Drums when the Doctor, Martha and Jack are on the run and the Doctor tells them about the Master and the Time Vortex. Zaphod isn't in that scene.
