I was going to say that it's possible that they reacted the way they did 'cause Martha's dressed so weird for '69, but A: actually, she probably isn't, it's the freakin' sixties, and B: after what, two or three years? ...with the Doctor you'd think clothes and haircuts would be among the last things that would surprise them. I knew England had a discrimination problem at the time (still does, if various crime dramas can be taken as indicative), but didn't know this was how it worked... kinda creepy.
