As I recall, Oliver lost his fortune in the late 1960s/early 1970s -- about the same time as the first GL/GA stories. I think it was also concurrent with his change in costume, and his growing a beard.

Same time as the beard, I knew. I was just wondering which incarnations of the Doctor I'd need to use to set a cartoon before then. In any case, the gag I was thinking of was really inspired by Arrow rather than any comics continuity so if and when I draw it I'd prolly better use those faces of the characters.

Yes, it was around that time. He still had his fortune in his first outing in the new suit, but the storyline with him losing it happened right after. Figure 1971 or so.

I am pretty sure most of this happened in the Brave and the Bold, so if you can find a chronology of that title, you should be able to narrow it down.
