I think this is the actual story behind the photo: Facebook racist lashed (Notice it's from 2011.) Still pretty nasty, but not evidence of open season on little black boys, either (and thank god for that).
As to why it's surfaced again? This quote from the linked article -- "The intention is to evoke racial hatred and polarisation" -- seems as good a reason as any.

Meanwhile, on the Flash, I would have been much happier if the flashback had mentioned "Ronnie and Martin" going into close down the accellerator, or better yet, "Ronnie and Jason" or "Jason and Martin".
