HTML for making part of an image into a link – client side imagemaps – use elements MAP and AREA (or MAP and A; or all three ...): http://www.w3.org/TR/html401/struct/objects.html#edef-MAP

Yes, most of the examples use MAP with OBJECT, but there is at least one with IMG.
